UNIBEN hand washing system against ebola; inefficient or not?

So today two buckets were put in front of hall 5 with a law put in place that one couldn't enter the hostel without washing your hands first and that was the height. There is no way I'm not going to be making a post about this. 
So everywhere in Uniben, the 'you must wash your hand' rule has been placed, from various Faculties to the main library, etc. My issue is not with the law as this is a good development. Let's face it, if you keep telling students orally to wash their hands, they won't, one literally has to force them. But this whole process is flawed in my opinion, it's too much of a weak measure against this virus. First of all, its co‎ming when the semester is already a month + old but let's say it's better late than never.
Now these tap head are going to be touched‎ to open and touched to close the tap back, have the so called washed hands being really cleaned? Many people may not have the wisdom to rinse the tap heads with the water before rinsing their hands and closing the tap. That, I believe, is the only your hands may be truly clean in such a flawed process.

Then there's the fact that many of these buckets are placed without any soap to wash ones hands. I have even seen morning fresh being used as soap, I wonder how efficient it will be. In reality, this is a great idea, but it is extremely flawed. Our real protection lies with God.
